Some humans were insulted that they had been left behind. The most powerful of these people formed the Council of Ant as a world government.
Those in the Council tend to live away from the rest of their society as their job doesn't leave time for much rest. They must make sure that, with the limited communications network on Gaia, no Rethi are invading.
